Sultan Wants to Participate in Construction of NPP Belene
Oman's oil fund is ready to invest four billion euro in Bulgaria
Oman wants to participate in the construction of NPP Belene. The state-owned investment fund Oman Oil Company is ready to take part in the project for the building of Bulgaria's second nuclear power plant. Authorities in the capital Muscat expressed readiness to invest more than four billion euro in Bulgaria, of which 700 million euro will be for the construction of the Burgas - Alexandroupolis pipeline, it transpired after the visit of Bulgaria's Economy and Energy Minister Rumen Ocharov to the Arab Sultanate. Representatives of Oman Oil Company have showed readiness to invest in construction of a terminal for liquefied natural gas, announced officials with Bulgaria's Economy and Energy Minister.
Minister Ovcharov signed an agreement on mutual protection and encouragement of investments with Ahmed Macki, Minister of National Economy of Oman.
Firms from Oman are ready to cooperate with Bulgarian companies in the areas of construction, spa tourism, medicine and education.

Spanish and Swedish companies will make bio fuels in Bulgaria. Feri Group will invest 42 million euro in its green energy project. The ecological fuel will be used in Bulgarian thermal power plants. Today the company will obtain a certificate for a first class investor. The Swedish company examined several terrains in the Pleven region (north Bulgaria) where its bio ethanol producing plants could be built. Around 70 million euro will be needed for the construction of the factories. The production capacity of the plants might reach 150 thousand cubic meters of bio fuel per month.

Greece Endangered by Power Shortage
"Greece's electric power system is about to collapse," sources from the country's national electric company PPC S.A. said, as quoted by the Ta Nea newspaper.
Reportedly, the PPC S.A. management are afraid the country's energy system will experience serious difficulties this summer. The newspaper points the lower import of electricity from Bulgaria due to the decommissioning of the third and fourth power units of NPP Kozloduy as one of the reasons for the expected crisis.

Kazakhstan will start negotiations with Bulgaria and Greece for acquiring shares from the Bourgas-Alexandroupolis oil pipeline, Director of the Oil Industries Department to the Ministry of Energy and Mineral Resources of Kazakhstan, said for Interfax-Kazakhstan news agency.
In this project Bulgaria and Greece hold 24,5% each and Russia holds the rest 51%.
The American giant Chevron has also shown interest in buying the Bulgarian share of the pipeline, the Greek Eleftherotypia newspaper wrote, quoting reliable sources.
Moscow openly supports the idea, the article reads. Russian Minister of Industry and Energy visited Athens three days ago. After talks with Greece's Prime Minister, he said that the participation of the American company in the project shouldn't be excluded and that the building of the oil pipeline would result in an increase of the export of Russian oil to the USA.

Russian gas and oil are possible to be transported abreast from Bourgas to Alexandroupolis if the idea of Greece's President is adopted and namely that a gas pipeline is constructed in parallel to the oil pipeline. On Thursday while talking to Russia's Prime Minister suggested that a parallel project for transport of Russian gas to Greece be commenced and expressed interest in expanding cooperation with Russia in the energy sector.
Bourgas-Alexandroupolis oil pipeline construction should start in the beginning of 2008. The project is important for Bulgaria because when implemented it will increase Bulgaria's significance on the energy map of Southern Europe. If a gas pipeline runs parallel to the oil pipeline, its construction will cost by 30% less than if constructed separately. Bulgaria will profit from transit taxes for gas and oil transport and from the few jobs necessary for the maintenance of both pipelines.

The private candidates will be able to acquire up to 49% of the project. According to a decision of the cabinet, Bulgaria will keep its majority share of at least 51%.
A few weeks ago, French BNP Paribas was selected as a finance institution for the Belene NPP project. The bank and the NEC signed a contract for the first loan of 250 million euro for a term of 5 years.
The European Commission fully backs Bulgaria's decision for the construction of Belene NPP," stated a representative of the EC Commission for Transport and Energy, who took part in the international nuclear energy forum Bulatom held in Varna.

Bulgaria and Greece have been subjected to pressure on the part of Russia to sell their shares in the Burgas-Alexandroupolis oil pipeline, representatives of the companies participants in the project said after the meetings conducted in Moscow, as quoted by the Mediapool news agency. The participants in the talks from Russia, Bulgaria and Greece discussed the structuring of the International Designing Company, which would finance and carry out the construction of the pipeline. Russian energy companies Transneft, Rosneft and Gazpromneft hold a fifty-one percent stake in the trans-sea pipeline, whereas the Bulgarian companies Bulgargaz and Technoexportstroy hold a 24.5 percent stake, and the stake of the Greek companies Hellenic Petroleum and Prometheus is also 24.5 percent.

A participant in the meeting told The Standart that pressure was exerted on Bulgaria and Russia to sell their stakes. It was explained to them that such a move was necessary so that Kazakhstan could be included in the project, but experts say it seems more likely that the Russian companies want just to lay their hands on a bigger share in the project.
Kazakhstan has already started talks with Greece on a possible acquisition of its share, it transpired at the economic forum in Saint Petersburg. The news was spread by CEO of the state-owned oil pipeline monopoly Transneft.
The US giant Chevron also shows appetite in the project. Kazakhstan has reportedly given Bulgaria's Minister of Regional Development and Public Works a two-week term to decide on possible negotiations about the sale of Sofia's share in the project.
"We are not going to sell anything until we see oil flowing in the pipe," said.
"Bulgaria should step up the project's implementation," said.
He added that a few days ago he sent a letter to PM Sergey Stanishev, in which he asks him to take the necessary measures to secure the speedy implementation of the project on the part of Bulgaria.
"The Greeks have already come up with a definite stand on the issue, and Bulgaria is still shilly-shallying about it," Vainshtok said also.
Russia has already come up with proposals for the registration of the international company, which will manage the pipeline and the draft sheet of the company's regulations.
"The disagreements arose from Bulgaria's refusal to accept the decisions taken on one of the discussed issues," Vainshtok said further.

Americans found an oil field underneath Cherven Bryag (a town in north-central Bulgaria), Pleven District Governor Tsvetko Tsvetkov announced. On Monday, the US company Direct Petroleum will commence exploration works near the village of Deventsi, which is part of Cherven Bryag Municipality. To reach the oil well, which was discovered after a year's probing, the drills will have to bore deeper than 5000 m. Technical implementation will be a responsibility of several Turkish subcontractors. Experts revealed that the oil fields have been localized via a new seismic method developed by Direct Petroleum. As a matter of fact, the company was founded on Russian capital, is owned by Russians, but was registered in the USA, and, interestingly enough, it hasn't been long ago that the Russian army was employing the same seismic method for special military purposes.
According to geologists, there is oil as well as condensate under the surface of Deventsi. Their assumptions have been often proven by the numerous minor oil wells found in the vicinity of the town of Kneja and the village of Bardarski Geran, where small amounts of petroleum and natural gas have been obtained by Oil and Gas Probing and Drilling - Pleven.

"Brussels finally gave green-light for the start of Belene NPP project," abruptly broke the news the electronic edition EP Russia. Atomstroyexport was preferred as contractor to the Czech Skoda Alliance. The Russians promised to build the two units at the total cost of 4 billion euro and that the NPP would start generating electricity as early as 2014.

"The offer Vladimir Putin made during his visit to Sofia in January, and namely that Moscow would finance the construction of Bulgaria's second NPP has not been discussed in any way," said Minister Dimitrov.

RWE will not give up on Belene Nuclear Power Plant (NPP) project. "We have never received any statement that they will; neither officially, nor during any of our communications," Bulgarian Ministry of Economy and Energy officials told The Standart.
